Frank Crosby
Frank Crosby is the current Lenawee County Planning Commission Chairman, where he has served since 1994. In his capacity as Chair, he has been instrumental in gaining community support to update the county land use plan. He is also the Tecumseh City Manager (since 1993) and was the Hudson City manager before that. Frank was born in Tecumseh and raised in the Tipton area. He received his BA from Sienna Heights College and his Masters in Public Administration from the University of Arizona. Through the late seventies and eighties Frank worked in administrative capacities in Arizona and California where he met his wife Cecelia. They have a son, Danny, and a daughter, Valerie. Frank is a proponent of effective and fair land use planning and zoning and feels they are essential if local governments are to avoid being overwhelmed by the rapid and unplanned conversion of open lands to intensely developed uses. This prognosis is based on the recognition that growth pressures are being imported into the county because of its convenient geographic proximity to urban areas, coupled with relatively low county land prices. He believes urban sprawl can be more responsibly managed by requiring new and dense development to be connected to water and waste water treatment systems He further believes that citizen involvement in local government is key to balancing community responsibilities with individual property rights. As planning commission chair, Frank is open to suggestions on how to improve the county planning process and insure that it is both fair and effective.
